Will my photo lose quality?

A little, but the tool keeps the highest quality that fits your limit. Large photos from phone cameras usually shrink a lot with no visible difference.

Why is the result a JPG?

JPG gives the smallest files for photos and is accepted by every form. PNG files of photos are much larger.

It says it could not reach the size. What now?

Very small limits (like 10 KB) may need a smaller picture. Crop the photo first, or use the exam photo resizer with exact pixel dimensions.
